Энэ шийдвэрийн хамгийн хүчтэй цохилтыг нефть боловсруулах үйлдвэр авч байна.  Учир нь Монгол Улс өнөөдөр шатахууны хэрэгцээнийхээ дийлэнхийг импортоор хангаж, зах зээлийн савлагаанд эмзэг хэвээр байгаа.

Эдийн засагчдын хэлдгээр “шатахуунаа өөрөө үйлдвэрлэдэггүй улс инфляцаа ч бүрэн удирдаж чаддаггүй”. Өөрөөр хэлбэл бензиний үнэ өсөх бүрт өргөн хэрэглээний барааны үнэ дагаж савладаг бүтэц Монголд тогтсон.
